Networking and the Middleman

So at my library we have the worst network setup imaginable in terms of maintenance.  We have two separate networks and no administrative access to either one of the damn things.  So right now we’re in the sad position of adding networked printers that have to communicate across both of them.  Which leaves me and one other colleague coordinate tech support from the printer vendor and both network administrators.  Suffice to say that after two days of playing some very enthusiastic games of phone tag nothing is working.
